Liu Min Meets with BIPM Director Annette Koo

On May 14, Liu Min, Chief Engineer of the State Administration for Market Regulation (SAMR), met in Beijing with Annette Koo, the newly appointed Director of the Bureau International des Poids et Mesures (BIPM). The 28th meeting of the General Conference on Weights and Measures (CGPM) will be held in Paris, France in October 2026. The two sides exchanged views on issues such as the CGPM Draft Resolutions, the BIPM Work Programme and the initiative to deepen cooperation with member states.

Liu Min congratulated Annette Koo on her appointment as BIPM Director and welcomed her special visit to China to discuss these issues. Liu Min stated that as a trusted member of the BIPM, SAMR will support the implementation of the CGPM Resolutions and the BIPM Work Programme, and hopes to strengthen cooperation with the BIPM to play a constructive role in the advancement of the global metrology system.

Annette Koo stated that the primary purpose of her visit was to solicit feedback from major member states, including China, on the CGPM Draft Resolutions and the BIPM Work Programme. The BIPM consistently adapts its priorities in response to member states’ needs to ensure the achievement of BIPM’s strategic goals. Annette Koo highly commended China’s significant contributions to global metrology governance and provision of voluntary support, and expressed her anticipation for broader and deeper cooperation with China.

The meeting was attended by senior officials from relevant departments and affiliated institutes of SAMR.
