On July 31, to thoroughly implement the Belt and Road Initiative and advance the international coordinated governance of food safety, the "Quality Improvement and Escort, Mutual Trust along the Silk Road" Training Program on Construction and Improvement of Inspection and Testing Capabilities for the Food Industry, jointly guided and implemented by the State Administration for Market Regulation (National Certification and Accreditation Administration) and the United Nations Industrial Development Organization (UNIDO), was concluded in Beijing.

This training program is an initiative for both parties to strengthen the capabilities of China's food inspection and testing institutions and enhance trade trust and cooperation among countries jointly building the Belt and Road. The curriculum is closely aligned with cutting-edge policies and practical technical operations, covering core contents such as the interpretation of the Agreement on Technical Barriers to Trade (TBT) and the Agreement on the Application of Sanitary and Phytosanitary Measures (SPS) under the framework of the World Trade Organization (WTO), training on conformity assessment standards of the International Organization for Standardization (ISO), food inspection and testing regulatory policies and compliance response, laboratory qualification accreditation and digital transformation, etc. Since June 2025, the training has been held in 11 cities across China, namely Beijing, Chongqing, Xi'an, Nanning, Shenyang, Chengdu, Xishuangbanna, Guangzhou, Qingdao, Haikou and Kunming, with a total of nearly 1,300 food industry inspection and testing practitioners trained offline and more than 5,000 trainees trained online. During the training session in Xishuangbanna, Yunnan, the program was deeply aligned with the Memorandum of Understanding on Quality Infrastructure Interconnection signed by China and Laos in 2025, and attracted 11 key technical trainees from relevant units of the Ministry of Agriculture and Forestry of Laos to participate, which became a vivid practice of implementing bilateral cooperation and promoting regional capability mutual recognition.

Through systematic interpretation of international rules and technical exchange training, this training program has effectively improved the professional quality and practical operation ability of the participants, built a high-level technical exchange platform in the field of food inspection and testing, and played a positive role in promoting China's food inspection and testing industry to align with international standards and enhance export compliance capabilities. In the future, the State Administration for Market Regulation will continue to deepen pragmatic cooperation with international organizations such as the United Nations Industrial Development Organization, constantly improve the long-term mechanism for the construction of food inspection and testing capabilities, and make greater contributions to safeguarding the "safety on the tip of the tongue" of the people, facilitating high-level opening-up and promoting the high-quality development of the joint construction of the Belt and Road.
