A Batch of National Standards Take Effect on August 1

A total of 46 mandatory national standards and 442 voluntary national standards will come into effect on August 1. Among them, important national standards covering the norm of energy consumption for relevant products, the norm of water intake in the Yellow River Basin, domestic solar water heating systems, brain-computer interfaces, digital twins, BeiDou applications, photovoltaic power generation systems, green product assessment and tourism services will provide support for guiding and regulating the development of emerging and future industries, promoting environmental protection and green development, improving people’s quality of life, and facilitating the high-quality development of the national economy.

In terms of the norm of energy consumption per unit production of coal mining and  formaldehyde, two mandatory national standards, GB 29445-2025, Norm of energy consumption per unit production of coal mining, and GB 46029-2025, Norm of energy consumption per unit production of formaldehyde, stipulate the three levels, the threshold energy consumption values for each level, statistical scopes and calculation methods of the norm of energy consumption per unit production of coal mining and formaldehyde. The two standards will support the adjustment of industrial structure and the implementation of energy conservation and emission reduction policies in the coal and formaldehyde sectors, phase out outdated production capacity, and help comprehensively improve the technological level of energy conservation and emission reduction in China.

In terms of the norm of water intake in the Yellow River Basin, four mandatory national standards for car washing places, bathing facilities, universities and outdoor artificial ski resorts, including GB 45670.3-2026, Norm of water intake for service industry in the Yellow River basinPart 3: Car washing place, and GB 45670.4-2026, Norm of water intake for service industry in the Yellow River basinPart 4Bathing facility, and another 10 mandatory national standards on the norm of water intake for steel, petroleum refining, coal-to-methanol and other sectors in the Yellow River Basin, such as GB 45669.5-2026, Norm of water intake for industry in the Yellow River basin—Part 5: Iron and steel, and GB 45669.6-2026, Norm of water intake for industry in the Yellow River basinPart 6: Petroleum refining, clearly define calculation methodologies, indicator values and management requirements for mandatory norm of water intake in relevant industries. These standards will effectively drive the water-saving transformation in high water-consuming industries and promote the economical and intensive utilization of water resources.

In terms of domestic solar water heating systems, the mandatory national standard GB 26969-2025, Minimum allowable values of energy efficiency and energy efficiency grades for domestic solar water heating systems, specifies three energy efficiency grades, the threshold energy efficiency values for each grade, as well as test and calculation methods for domestic solar water heating systems. The voluntary national standard GB/T 19141-2026, Specification of domestic solar water heating systems, defines product classification and marking, design and installation requirements, technical specifications, test methods, inspection rules, documentation compilation, together with packaging, transportation and storage provisions. The two standards will help improve the product quality and energy efficiency of domestic solar water heating systems, foster sound market competition, and offer scientific consumption guidance for the public.

In terms of brain-computer interfaces, the voluntary national standard GB/T 47023-2026, Information technologyBrain-computer interfacesReference architecture, defines the reference architecture, user view and functional view of brain-computer interfaces. The voluntary national standard GB/T 47127-2026, Information technologyBrain-computer interfacesMulti-modal data format, sets out the overall structure, directory hierarchical structure, content and naming rules for different types of data files of brain-computer interface multi-modal data formats. The two standards will deliver a universal framework and unified standard data formats for research institutions and enterprises, facilitate the standardized and efficient development, testing and application of various brain-computer interface systems, and boost the popularization and industrial application of brain-computer interface technologies.

In terms of digital twins, the voluntary national standard GB/T 43441.2-2026, Information technology—Digital twin—Part 2: Digital entity, specifies the constituent elements, construction process and management requirements of digital entities within a digital twin system. The voluntary national standard GB/T 43441.3-2026, Information technologyDigital twinPart 3: Information exchange, sets out the conceptual framework for digital twin information interaction, as well as requirements for measurement and perception, feedback control, service invocation, data output, and the interaction within and between digital entities under such framework. The two standards can guarantee the standardization and compatibility of digital entities from different manufacturers for diverse scenarios, provide technical support for the design, development and practical deployment of digital twin systems, and advance the coordinated development and ecosystem building of the upstream and downstream industries of digital twins.

In terms of BeiDou applications, six voluntary national standards, namely GB/T 42832.2-2026, Interface specification for signal in space of BeiDou Satellite-based Augmentation SystemPart 2: Dual-frequency augmentation service signal BDSBAS-B2a, GB/T 47422-2026, Field calibration method of absolute phase center of BDS/global navigation satellite system (GNSS) geodetic antenna, GB/T 47423-2026, Interface specification for the forward link and return link of SAR/BDS service, GB/T 47424-2026, Technical requirements and testing methods for BDS PPP service based on mobile communication network, GB/T 47425-2026, Performance requirements and test methods for navigation module of SAR/BDS return link service, and GB/T 47426-2026, General specification for BDS/GNSS receivers onboard high earth orbit satellite, regulate requirements for the Beidou satellite-based augmentation system, Beidou/GNSS geodetic antenna, link interface and navigation module performance of the BeiDou international search and rescue service, BDS PPP service, and BDS/GNSS receivers onboard high earth orbit satellite respectively. This series of standards will enable effective docking across the BeiDou industrial chain, drive the market-oriented, industrialized, large-scale and internationalized development of BeiDou applications, help seize a larger share of the global satellite navigation application market, and elevate China’s influence in the international satellite navigation field.

In terms of photovoltaic power generation, the voluntary national standard GB/T 32826-2026, Guide for modeling photovoltaic power system, specifies basic technical requirements for modeling photovoltaic system used in power system analysis and calculation, including power flow models, electromechanical transient models and electromagnetic transient models. The voluntary national standard GB/T 32892-2026, Model and parameter test regulation for photovoltaic power system, stipulates technical requirements for electromechanical transient model validation and parameter testing of photovoltaic systems. The voluntary national standard GB/T 33599-2026, Specification of operation and control for photovoltaic power station, defines basic requirements, operation management, power prediction, power generation planning, power control, relay protection and safety automatic device operation, power communication operation, dispatching automation operation and verification methods. This set of standards provides fundamental models and platform support for power grid planning, design, dispatching and operation, offers technical guarantees for the planning, design and dispatch of large-scale grid-connected photovoltaic power generation, and safeguards the safe and stable operation of power grids.

In terms of green product assessment, four voluntary national standards, namely GB/T 47090-2026, Green product assessmentSteel tubes, GB/T 47095-2026, Green product assessment—Roofing tiles, GB/T 47096-2026, Green product assessment—Cement, and GB/T 47103-2026, Green product assessmentPaving building products, establish assessment indicators for green products across five dimensions: resource attribute, environmental attribute, energy attribute, quality attribute and low-carbon attribute for the four product categories. These standards will effectively lift the green design level, product quality and market competitiveness of these products, and guide and facilitate the green and high-quality development of relevant industries.

In terms of tourism services, the voluntary national standard GB/T 26356-2026, Requirements of service quality in tourism shopping places, sets out general requirements as well as specifications for service premises, service facilities, service functions, service codes and tourist commodities. The voluntary national standard GB/T 47543-2026, Specification on accessible tourism serviceTourism hotel, stipulates overall requirements, universal accessible rules, accessible services, staff deployment, together with evaluation and improvement mechanisms for accessible tourism hotels. The voluntary national standard GB/T 47540-2026, Requirements for travel agency senior tourism service, specifies product design, service delivery, safety assurance, emergency response, service improvement and complaint handling for senior tourists arranged by travel agencies. The three standards will improve service quality at tourism shopping places, promote age-friendly and accessible upgrading of tourism hotels, regulate the order of the elderly tourism market, and foster the sound development of China’s tourism industry.
