1. Responsible for comprehensive regulation of the market. Drafting laws and regulations related to market regulation; formulating relevant rules, policies, and standards; implementing the quality-driven national strategy, food safety strategy, and standardization strategy; developing and implementing relevant plans and building a fair and competitive market.

2. Responsible for the unified registration of market entities. Guiding the registration of various market entities such as enterprises, farmers’ professional cooperatives, business-operating institutions, individual businesses, and resident representative offices of foreign enterprises; establishing a mechanism for market entities information disclosure and sharing, disclosing and sharing relevant information according to law; strengthening credit-based supervision, and promoting the development of the market entity credit system.

3. Responsible for organizing and guiding comprehensive market regulation law enforcement. Guiding the integration and capacity building of local market regulation enforcement teams; promoting unified market regulation,  coordinating investigations and prosecutions of major violations; standardizing administrative law enforcement procedures.

4. Responsible for unified anti-monopoly law enforcement. Coordinating the implementation of competition policies and guiding the implementation of a fair competition review system; conducting anti-monopoly review on the concentration of business operators in accordance with the law; responsible for anti-monopoly law enforcement work such as monopoly agreements, abuse of market dominance, and abuse of administrative power to exclude and restrict competition; guide enterprises in their anti-monopoly litigation work abroad; undertake the daily work of the State Council Anti-Monopoly Commission. 

5. Responsible for supervising and regulating market order. Supervising and regulating market transactions, online commodity trading, and related service activities; organizing and guiding the investigation and prosecution of illegal pricing practices, unfair competition, illegal direct selling, pyramid schemes, trademark and patent infringements, intellectual property violations, and the production and sale of counterfeit goods; guiding the development of the advertising industry and regulating advertising activities; directing the crackdown on unlicensed production and operation and related unauthorized business activities; guiding the China Consumers Association to protect consumer rights.

6. Responsible for macro quality management.  Formulating and implementing institutional measures for quality development; coordinating the development and application of the National Quality Infrastructure (NQI); working with relevant ministries to implement the quality supervision system for major engineering equipment; organizing investigations of significant quality incidents; establishing and implementing a unified defective product recall system; supervising anti-counterfeiting measures.

7. Responsible for product quality and safety. Managing the risk monitoring and national supervision inspection of product quality; developing and implementing the quality grading system and the quality safety traceability mechanism; guiding the production licensing management of industrial products; administering fiber quality supervision.

8. Responsible for the safety supervision of special equipment. Supervising and monitoring the safety of special equipment, supervising and inspecting the implementation of energy-saving standards for high-energy-consuming special equipment and environmental protection standards for boilers.

9.Responsible for comprehensive coordination of food safety supervision. Developing and implementing major food safety policies, developing emergency response systems for food safety incidents, organizing investigations and responses to major food safety emergencies, establishing the direct reporting mechanism for critical food safety information; undertaking daily work of the State Council Food Safety Commission.

10.Responsible for food safety regulation. Establishing and implementing a supervision and inspection system covering the entire process of food production, circulation, and consumption, as well as a mechanism for identifying and addressing hidden dangers; preventing regional and systemic food safety risks; developing a mechanism for food producers and operators to take their responsibilities, and improving the food safety traceability system; organizing food safety supervision and sampling, risk monitoring, verification and disposal, risk warning, and risk communication; implementing special food registration, filing, supervision and management.

11. Responsible for unified metrology management. Implementing legal measurement units and national metrology systems; managing measuring instruments, value transfer, and comparisons; regulating commodity quantities and market measurement practices.

12. Responsible for unified management of standardization.

Undertaking the proposal approval, the numbering and notification of mandatory national standards in accordance with the law; developing voluntary national standards; coordinating, guiding and supervising the formulation of industry standards, local standards, and group standards in accordance with the law; organizing international cooperation in standardization and participating in the development and adoption of international standards.  

13. Responsible for regulation of inspection and testing; Regulating the inspection and testing industry; Assisting the reform of inspection and testing bodies.

14.  Responsible for regulation and coordination of  national conformity assessment activities; Establishing and implementing the national conformity assessment system.

15.Responsible for the development of technology and information systems, press and publicity, international exchange and cooperation in the field of market regulation; undertaking responsibilities related to technical barriers to trade.

16. Administering the National Medical Products Administration (NMPA).

17. Conducting other tasks given by the CPC Central Committee and the State Council.
